Juice of the Slowing Eye

Slowing Eyes. An eyeball bobs in the viscous navy blue liquid of this potion. It vanishes when the potion is opened.   When you drink this potion you are immune to having your movement speed reduced by magical effects or spells for the next 10 minutes. During this time, you can use an action to shoot a magical ray from your eyes at a creature within 120ft. of you that you can see. The creature has to make a Dexterity saving throw (DC 16). On a failed save their speed is halved for 1 minute. Additionally, the creature can’t take reactions, and it can take either an action or a bonus action on its turn, not both. The creature can repeat the saving throw at the end of each of its turns, ending the effect on a success. You can use this feature twice, only while you are under the influence of the potion.
